The Effect of Long-Term Care Service Supply System on the Use of In-Home Care Service

Abstract
The purpose of this study is to analyze the effect of long-term care (LTC) supply system on home care services. In-home care services are appropriately arranged and used according to the needs of users. The use of other services is restricted when certain services increase according to the characteristics of the benefit for which the usage limit is set. It becomes difficult to arrange services according to the needs of the users. This paper empirically analyzes the effect on the behavior of home service users (N=42,853) in a multi-level model by combining the administrative data. As a result, First, it empirically confirmed that the benefit cost significantly increased with competition. Second, for the same degree of competition, the cost of for-profit and private facilities were significantly higher than those of non-profit. Third, The difference between institutions decreased significantly due to the external environment of competition. The degree of competition offset the difference between the operating entities. Our finding suggest the following for reforming the LTC service supply system. First, it is essential to control the quantity of institutions to ensure the maintenance of appropriate competition. Second, it is essential to reorganize the standard service supply model from home care service institutions to complex service institutions to ensure the automatic performance of the customer-customized service mix.
